Taha YÜCEL was born in İstanbul in 1971. In 1993, he graduated from Bilkent University, Department of Electrical-Electronics Engineering with a high honor degree. In 1996, he completed his thesis related to digital terrestrial broadcasting planning and earned his master's degree (MScEEE) and received the degree of Engineer MSc. In 1998, received an MBA degree from Başkent University with the highest rank of the program.

Until 1998, he worked as a technical audit supervisor in Radio and Television Supreme Council (RTÜK) and worked in Turkey Frequency Planning, Regulation Preparation and Allocation Commissions and Radio and Television Standards Preparatory Commission within the body of TSE.

He was assigned as the Vice President responsible ofASELSAN Transportation, Security, Energy & Automation Systems.

Between the years 1998-2005 he served a senior manager in the private sector. He was elected as a member of RTÜK for three terms by the General Board of the Grand National Assembly of Turkey. He served as the Vice Chairman of RTÜK in between the years 2011-2013.
